Slide 2- Just prior to Bush Jr.’s invasion of Iraq, Congressman Conyers convened a panel of some 40 advisers, primarily lawyers, to debate the feasibility of pre-emptive impeachment to prevent Bush’s pre-emptive war. Francis Boyle and Ramsey Clark were asked to present the case for impeachment. The majority of the group felt that impeachment was not politically feasible at that time, however justified, but in the process Boyle drafted a Bill of Impeachment itemizing 22 acts. This became the basis for a more detailed resolution calling for impeachment developed at a convention of the National Lawyers Guild 6 months later. Ramsey Clark has drafted a similar Bill itemizing 18 impeachable acts.Following up last December, Representative Conyers introduced House Resolution 635, a 182-page document with 1,022 footnotes, that clearly lays out the case for impeachment based upon the fraudulent justification and illegal conduct of the Iraq War and retaliation against its critics.
